New Mexico has a rocky gaming history. When the IGRA was passed by the House in 1989, it looked like New Mexico might be one of the states to cash in on the American Indian casino craze. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King assembled a panel in Nineteen Ninety to draft a contract with New Mexico Native bands. When the task force came to an agreement with 2 important local tribes a year later, the Governor refused to sign the bargain. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it seemed that Indian gambling in New Mexico was now a certainty. But when Governor Gary Johnson signed the contract with the Native bands, anti-wagering groups were able to tie the contract up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the deal, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico house, to get the process moving on a full compact amongst the Government of New Mexico and its American Indian tribes. A decade had been burned for gambling in New Mexico, including American Indian casino Bingo.

The nonprofit Bingo industry has gotten bigger from Nineteen Ninety-Nine. In that year, New Mexico not for profit game owners acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Nonprofit Bingo revenues have increased constantly since that time. 2005 saw the largest year, with $1,233,289 earned by the owners.

Bingo is categorically beloved in New Mexico. All sorts of owners look for a piece of the pie. With hope, the politicians are through batting around gambling as a hot button issue like they did in the 90’s. That’s probably wishful thinking.
